The rapid emergence of increasingly agentic AI systems poses a structural challenge to the future of meaningful human work. As AI expands from task automation to autonomous goal pursuit and creative production, preserving human agency can no longer rely on ethical guidelines alone. This manifesto advances Hybrid Intelligence (HI) as a multi-level socio-technical transformation model aimed at keeping human judgment economically indispensable in the age of agentic AI. Drawing on 50+ interdisciplinary roundtables and two foresight workshops, we, the HI Manifesto consortium of 34 interdisciplinary scholars and AI practitioners, articulate an urgent mission: to design interfaces, organisations, institutions and markets such that human value creation scales through competitive human–AI collaboration rather than displacement. We reinterpret complementarity as a dynamic frontier between prediction and judgment, shifting as contextual knowledge becomes increasingly machine-learnable. This frontier must be actively managed through deliberate workflow design, not assumed as a natural boundary. We propose (1) ten prescriptive design criteria for a durable, economy embedded HI definition; (2) a multi-level framework spanning interface, individual, organization, and society; and (3) a five-dimensional HI use case maturity model. Hybrid Intelligence thus emerges not as a tool choice, but as a systemic design paradigm for safeguarding meaningful work and human agency in the presence of increasingly autonomous systems.
