A 4P hybrid intelligent development and organisational change framework

Abstract

We introduce the 4P Hybrid Intelligence (HI) Maturity Framework to support organizations in navigating GenAI transformations. Grounded in human-centered AI and organizational learning, the model emphasizes employee value creation through human-AI co-innovation. The framework addresses GenAI design and deployment dilemmas by assessing maturity across Projects, Platforms, Policies, and People.

Based on the maturity level, organizations can navigate common implementation dilemmas and formulate concrete initiatives towards increased organizational capacity, resilience and competitiveness.

From pilots to maturity in organizational AI

Project intro

CHI developed the 4P Hybrid Intelligence Maturity Framework to help organizations evolve from scattered AI pilots to coherent, human-centered transformation. Grounded in human-centered AI and organizational learning, it connects strategy, culture, and technology in one actionable model.

The challenge for research and practice

Many organizations adopt GenAI tools without creating structures for trust, learning, or long-term capacity. The research challenge was to move beyond one-off implementation guides and create a framework that integrates human, organizational, and technical development.

The HI approach

The 4P Framework defines transformation along four axes — Projects, Platforms, Policies, and People. Projects focus on workflow integration; Platforms ensure infrastructure and data readiness; Policies define vision and governance; and People drive culture and skills. Central to the model is the People dimension, measured through partnership, psychological safety, self-efficacy, and growth mindset — positioning employees as co-creators in AI adoption.

The findings

The 4P Framework shows that AI maturity depends less on technology and more on human-centered growth. Organizations that invest in the People dimension accelerate innovation and trust. The framework provides leaders with a roadmap to balance experimentation with structure, ensuring sustainable Hybrid Intelligence transformation.

The impact

The 4P Framework is already shaping CHI’s collaborations with organizations adopting GenAI. It provides a shared language for diagnosing readiness, designing people-centered initiatives, and embedding Hybrid Intelligence as a cultural capability rather than a technical upgrade.
